I'm building a spare 7S3P pack for my Dad's scooter and am unsure which BMS I need. Are the amps quoted the max the BMS can handle? Would the scooter throttle/speed control only pull what it needs? Any help/advice appreciated.

Yes, the amps quoted are the max that the BMS can supply. But the scooter will pull whatever the controller is limited to. So you just need to make sure your controller is limited to the same or fewer Amps than the BMS.

For example, a 20A controller paired with a 30A BMS is fine. But a 40A controller paired with a 30A BMS is not a good idea.
