So in the unlikely event of a short circuit with a pack of 18650 batteries, how would a battery management system respond? Would it shut down the entire battery pack or just the cells which contain the short circuited battery or batteries? Just curious? Thanks.

BMS can't break connections BETWEEN cells. It can only shut of the main connection, and draw a little current for balance purposes from the cells. Unless my understanding of BMSs is inherently off, you'd need fuses to do what you're trying to accomplish.

Yea, what Noel said. The BMS can only cut power to the pack via the main discharge wires. If a short occurs within a parallel group, the BMS doesn't have the ability to do anything about it. The best it can do is sense the voltage of that group dropping to zero and not let the pack discharge via the main discharge leads.
